If it were up to me, pop-up headlights would be called headlights and ones that didn't pop up would just be called lazy. Luckily for you, it isn't up to me. Skip to 2:03 for pure pop-up action.

Maybe pedestrian safety regulations? Otherwise it might be that people give them a bad rap for breaking because they owned cars that were poorly built in all ways (re: my dad with his Spitfire and X1/9) and felt that the headlights should have been toyota levels of quality. Also, most people (unfortunately) don't care about having interesting cars which means that popups would only be an added manufacturing cost which, multiplied over thousands of cars produced, is discouraging. So essentially a lot of the same reasons Manuel Transmicion is becoming scarcer.

Not shown: forty thousand hours of work required to keep all those older pop-up mechanisms working. The ones on my C3 are vacuum-powered. One of them has been droopy for a while, then it started slamming into place like a rifle bolt (arrgh).
